Create debug visualizations for cloud development and tuning.
Tasks:

Add noise texture visualization
Add weather map visualization
Show cloud density cross-sections
Display performance metrics
Add parameter adjustment UI
Show light sampling cones
Create debug camera modes

Acceptance Criteria:

Can visualize all major cloud systems
Helpful for debugging issues
Easy to toggle on/off
Minimal performance impact when disabled
